A 17-year-old male was caught on camera placing his genitalia on a shopper at a far west-side Dollar General, arrest records allege.
On Nov. 17 at about 7:21 p.m., a victim reported to authorities that she had been assaulted at Dollar General located at 1960 Talley Road. She said that the suspect had already fled the scene.
According to an affidavit obtained by KENS 5, the victim told police she was being followed by the suspect and that he was acting strange. She said that he “poked” her with something on two different occasions during the visit to the store.
When she got home, she noticed her shirt was wet on the bottom near her rear area. She returned to the store and told management something wasn’t right. That’s when the police were called. The suspect then fled in a white truck, the affidavit claims, but not before the victim took a picture of the truck.
Management and BCSO reviewed the camera footage and saw the suspect touch the buttocks of the victim while also placing the tip of his genitalia on her.
More review of the film also showed allegedly him following another woman in an aisle where he took out his genitalia and began stroking it around her. She left the store and he left shortly after. The affidavit alleges he was reckless in his behavior.
Investigators began searching the area and found a truck matching the suspect vehicle description in the 15000 block of Mesquite Trail.
17-year-old Dylan Offenbaker reportedly admitted to masturbating while inside the Dollar General during business hours. He also admitted to exposing his genitalia around the two victims, the affidavit claims, calling it a “turn on.” Investigators asked if he had put any substance on the victim, referring to the wet spot on the victim’s shirt, to which he stated he put lotion. He reportedly said, “It’s something people do to represent it and it’s a turn on to them.”
The teen was arrested and charged with indecent assault and indecent exposure on Nov. 21, according to jail records. He has since been released on bond.
