Cibolo police arrest 'jugging' suspect after 61-year-old victim dies

Several suspects followed James Doty from a bank and viciously beat him, police say. The veteran died weeks after the attack.

CIBOLO, Texas — An arrest has been made after a brutal robbery, Cibolo police say.

James Doty, 61, was a victim of a crime called "jugging." According to investigators, the former Cibolo City Council member withdrew cash from a Schertz bank on June 15. Doty then drove to a Cibolo business where, police say, he was beaten and robbed.

“I have seen the video, it’s vicious," said Jason Mallory, Doty's stepson. "They absolutely sucker-punched him and knocked him on the ground.”

Six days after the attack, loved ones say Doty suffered a fall. The veteran became comatose, and eventually died.

Mallory believes the jugging incident caused his stepfather’s death.

“I am convinced it was the main driver in what happened,” Mallory said.

Police say surveillance video helped them find Rataski Goins, 33, who is a Houston resident. She was arrested in Harris County on Wednesday.

“She was charged with robbery," said Officer Matt Schima, with the Cibolo Police Department. "It still is an open investigation and we want to charge these individuals with the highest possible charge, but we also want it to stick to hold them accountable.”

Schima said autopsy results may be used to upgrade the charges.

Police are still searching for at least two other suspects. 

"We are getting great leads right now," said Schima. "So we are very encouraged by the status of this case. It is a top priority for the Cibolo Police Department and we are looking forward to bringing justice to this case."

Mallory says his mother has been deeply impacted both mentally and physically. 

"Especially given the stage four cancer she has been battling," said Mallory. "[Rataski], along with her cancerous friends, took away something that they had no right to take away. The fact that [police] have made an arrest - we are happy about that because it takes us one step closer to justice and retribution.”
