Bexar Co. jail: SAPD officer accused of sexual assault facing new charge

SAN ANTONIO -- The 11-year San Antonio Police Department veteran Jack Neal was released from the Bexar County jail around 2:15 a.m., after posting a $10,000 bond on Thanksgiving Thursday, according to the Bexar County detention center.

Neal had been taken into custody, again, on a new charge of violation of civil rights. San Antonio police Chief William McManus said he called the FBI to look into filing a similar federal charge.

Neal is also charged with sexual assault and official oppression, according to court documents. He was arrested last Saturday while off-duty and was released from jail about five hours later.

Police investigators said the 40-year-old Neal was in full uniform and on-duty when he sexually assaulted a 19-year-old woman during a traffic stop last week. Police said Neal groped the woman outside her own vehicle and then assaulted her in the back of his police cruiser.

The incident happened on Betty Street, near S. Zarzamora Street, on the city's south side.

A KENS 5 I-Team investigation discovered Officer Neal had just returned to work from a suspension he was given for an inappropriate relationship with an SAPD Explorer. Internal affairs paperwork confirmed Neal had a two-year sexual relationship with the explorer -- SAPD Explorers are between the ages of 14 and 21.

McManus indicated the female victim is now an police cadet.
