SAN ANTONIO — Recent incidents in which the Bexar County Precinct Four headquarters was sprayed with more than 20 rounds of gunfire and a deputy was shot mark just the latest in a series of violent encounters against Constable Kathryn Brown's office.
A man, Karl Keene, also allegedly threatened to shoot her deputies before he was arrested Thursday, charged with making a terroristic threat against a peace officer. His threats run deeper; Brown says Keene left a frightening voicemail at her office, too.
"If they come in my home they are getting blasted with a shotgun motherf*****," the caller can be heard saying.
The constable's office reports that it tried to serve an eviction notice to Keene.
"He told us if he returned he would shoot with his shotgun through the door, and he kept mentioning 00 buck," said Assistant Chief Fernando Martinez, referring to a caliber of shotgun ammo.
According to an arrest affidavit, Keene left another voicemail. In it, he reportedly said officers from the constable's office were screaming they were FBI agents and kicking the door.
Brown said that's simply not true.
"No, no," she said. "That's why we wear our body cams, that's what saves us and prevents us from false allegations."
Brown said this recent threat is part of a series of other incidents. She showed KENS 5 white marks in her office that are covering up bullets holes, left over from when her office was shot at.
"Two of the rounds penetrated his walls," she said. "Went into his office."
Meanwhile, Brown says a deputy was serving an eviction when they were met with gunfire just two weeks ago.
"We have the highest evictions in all of Bexar County," she said. “I try to tell a lot of individuals who don't think that constables have it bad, or don't think that my deputies don't risk their lives, yes they do. Yes, they do."
According to the affidavit, a sheriff in Minnesota said he got a call from Keene who said he was going to bomb a county festival there. That sheriff then contacted the FBI.
Keene's bond is set at $40,000.
