"It's shocking to see that," said an eyewitness.  They eventually moved but initially Victor Cordova said he feared the worst.

"I saw the little kids laying on the ground," said Cordova. "I thought they actually passed away. I thought they were dead."

It was around 7 p.m. on Sunday when it happened on the East Freeway near Beltway 8. Victor said he was driving home and traffic had slowed and then parted, incredibly just missing the children.

Harris County Sheriffs deputies responded to the two-car crash. The impact flipped the Jeep the children were in and sent them flying. Their 25-years-old father running back to them, according to the sheriffs office.

Victor said he was relieved.

"I saw them kind of getting up and moving and trying to get up," said Cordova. "I felt a little bit better as far as that, you know, but I knew there was still some injuries."

The sheriff's office said the investigation is not complete, but the father could face criminal charges for not restraining his children. That is why Victor, a father himself, has shared his video.

"For parents, for everybody, even if it's a short distance to awareness about make sure you secure your kids properly," said Cordova.

His thoughts are with this family.

"Prayers to them to make sure they get well," said Cordova.
